Dear fellow Regional Director,
we are very glad and proud to inform you that the Minister of Justice and Safety has withdrawn the proposed ban on dynamic shooting disciplines in The Netherlands.
Triggered by the initial response of the Members of Parliament (after being informed by us) as well as a petition to withdraw this proposed law which was signed by almost 10.000 persons originating from all regions across the globe both the NPSA as well as the APS (covering Dynamic Service Rifle) were invited for a meeting with the senior officer of the Ministery handling this case. In this meeting we expressed our concerns regarding the proposed law change and the effects of it on all law-abiding sport shooters. We also discussed the possibilities of limiting acces to fire arms and fire arms training for people with "combat" motives.
The Minister has decided to create some extra barriers before a shooter can practice dynamic shooting disciplines. The extra measures relate to entering dynamic shooting disciplines, screening of the potential members and standards for shooting clubs where dynamic shooting disciplines are being practiced. Another measure will be a change in the gun regulations - a brand new shooter must go through a more gradual process of marksmanship and gundhandling, starting with smallbore guns for the first year of his club membership (semi auto rifles excluded). After the first year he may apply for a firearms permit, but only for guns which are suitable (and admissable) for Olympic shooting disciplines (semi auto rifles excluded). After the first yearly renewal of the permit the shooter can apply for guns suitable for ISSF and MLAIC disciplines (semi auto rifles still excluded). When a shooter is an active member of a shooting club for a minimum of 3 years he can apply for any gun which is suitable for any of the KNSA regularized or recognized shooting disciplines (including IPSC). Please note that after the first year of membership the shooter cannot own several types of guns but is allowed to use club guns. After the second renewal of his firearms permit there are no extra limitations on gun type.
The extra measures need to be tuned, the Minister has indicated that both KNSA, APS and NPSA will be involved in ironing out the wrinkles, so we will still be busy to help create a system which will not be an excessive burden for regular sport shooters.
